I'm pretty sure he says, "le chien est comme un homme par le cravatte", not "pas le cravatte". Singing changes the pronunciation of some words, and the last letter of most words are silent. This changes the meaning so that he saying "I want to call the dog a man because of the tie" instead of "This dog is like a man, not the tie."
